| مبادرة الاحترام والانضباط في مدارس الغوث تشرف وكالة غوث و تشغيل اللاجئين الفلسطينيين UNRWA على 221 مدرسة علي المستويين الابتدائي و الإعدادي موزعة على جميع مناطق قطاع غزة, حيث يبلغ عدد الطلبة حوالي 200 ألف طالب و طالبة. ومن المعلوم أن قطاع غزة يعيش أوضاعاً صعبة مما يترتب عليه مشكلات عديدة تؤثر بشكل مباشر على الطلاب, و من أحد أهم استراتيجيات وكالة الغوث هي تحسين مستوى التحصيل في مدارسها, لذلك فقد أطلقت العديد من المبادرات كان منها مبادرة " الانضباط و الاحترام في مدارس خالية من العنف" و يشرف على هذه المبادرة فريق عمل من وكالة الغوث و مجموعة من الاستشاريين من الجامعات الفلسطينية في قطاع غزة. أهداف المبادرة: 1- خلق بيئة تعليمية مشجعة و مريحة للتعلم. 2- خلق علاقة إيجابية بين المدرسين وطلبتهم قائمة علي المحبة والاحترام والانضباط. 3- تعزيز روح الانتماء والإخوة لدي الطلبة. 4- خلق علاقة فعالة بين المدرسة والمجتمع المحلي. 5- تجسيد قيم الاحترام و الانضباط لأنظمة و قوانين المدرسة. “Discipline and Respect of schools free of violence” Frame work for the academic year 2009-2010 1- Selection of Schools councils At the start of the new academic year the schools should selected their school councils based on a new set of criteria which allow the council to be very active, effective and supportive of schools activities. 2- Training for Head Teachers A full training session(s) should be conducted during the summer time to all head teachers of the participating schools this coming year. The main aim of training is introduce the concepts of the initiative and how to conduct the activities of the initiative through out of the year. The training should start at summer time so a full implementation will start at the first month of the academic year. 3- Selection of schools Coordinators Our experience this year indicated that there is a need for a clear set of criteria for selection of school coordinator, as the role of the coordinator is crucial for the success of the initiative. A clear set of criteria will be drafted this summer for the selection process. of coordinators. The coordinators will be trained late in summer on the implementation of the activities during the academic year. 4- Baseline evaluation of the level of violence in participating schools During the summer months, a clear set of criteria should be established through workshops with Head teachers, Regional directors, local communities and a full discussion with UNRWA top management. The evaluation should be conducted in the early of the cadmic year. 5- Students With Special Needs Full coordination should be established with concerned parties in the UNRWA and local communities for suitable and adequate solutions to students with especial needs. Local communities and UNRWA should find away to deal with those students to the benefit of all. 6- Laws and Regulations Based on the two work shops which have been conducted with Head teachers, Regional directors and local communities, a drat manual for law and regulation dealing with respect and discipline in schools will be established. The draft manual will be discussed with UNRWA top management to finalize and approve of the developed laws and regulations. 7- Coordinators Manual Based on the experience of this year, a draft manual for coordinators should be prepared this summer and it could be ready for next year. This manual shows all steps need to followed to implement the initiative activities in the new participating schools. During the training sessions for the coordinators a full explanation of the manual will be discussed. 8- Management of the Initiative inside the participating schools An effective mechanism of cooperation should established between all concerned parties (Head teachers, Assistant head teachers, coordinators, Human right teachers, teachers and the initiative team). 9- Direct Coordination between participating Schools and the Initiative Office A direct coordination should be established between the initiative office and the participating schools. 10- Initiative Office Inside UNRWA Head quarter in Gaza A fully equipped office (human resources, material resources, logistics, etc.) should be ready by the start of next academic year for effective, ease and better follow up. 11- Number of Schools participating in the initiative next year The Initiative Team (IT) recommended that the number of schools to be participating in the initiative next year should not be more 60 schools. The preparation and training for the above mentioned activities has to be carried out in summer time and all plans has to be ready before 1st of September 2009.
